The objectives of the R&D Credit Coalition are: a strong, permanent R&D credit of commensurate rate for all companies; a 20 percent simplified credit; and an extension of the traditional credit.

2008 Legislative Update:
The R&D tax credit expired 12/31/07 for the 13th time. Senate Finance Chairman Max Baucus and Ranking Member Charles Grassley introduced 4/17/08 S. 2886, the “Alternative Minimum Tax and Extenders Tax Relief Act of 2008,” a bill that includes a 2 year extension of the R&D tax credit through the end of 2009 and strengthens the credit by phasing in over two years an increase in the new credit formula (Alternative Simplified Credit) rate to 14% in 2008 and 16% in 2009. Senate Finance Committee markup of S. 2886 may occur before the congressional Memorial Day recess.

The R&D Credit Coalition is a group of more than 100 trade and professional associations along with small, medium and large companies that collectively represent millions of American workers engaged in U.S.-based research throughout major sectors of the U.S. economy, including aerospace, agriculture, biotechnology, chemicals, electronics, energy, information technology, manufacturing, medical technology, pharmaceuticals, software and telecommunications.

2006 Legislative Victory:
Credit seamlessly renewed and strengthened by Public Law 109-432 signed on December 20, 2006 by President Bush. The 109th Congress passed H.R. 6111,The Tax Relief and Health Care Act of 2006, that included a retroactive extension of the R&D tax credit from January 1, 2006, through December 31, 2007.  Also included is language to strengthen the credit with a new credit formula called the Alternative Simplified Credit that would be effective January 1, 2007 through December 31, 2007.
